GENERAL SUMMARY
The Project Manager represents Contractor in providing Operations and Maintenance (O&M) services during pre-commercial and transition phases of a project.  Serves as the single point of contact between the client and CONTRACTOR with the authority to make decisions on behalf of the company.  Transfers appropriate duties to the Plant Manager prior to the commercial operations phase.  Provides general oversight and coordinates headquarters support for multiple projects including projects with significant challenges and complexity during commercial operations.   

PRIMARY DUTIES

-Develop an overall pre-commercial and/or transition plan specific to each project.  Must take into consideration variables such as specific plant technology, timing of project, federal/ state/local regulations and labor/community relations.
-Act as primary contact between CONTRACTOR headquarters, the client and the Engineering Procurement Construction (EPC) firm.  Comment on EPC's schedule and develop and coordinate operator training ensuring the training schedule and staffing sequence are in alignment.
-Oversee all project aspects including plan execution, report and manual development, O&M schedules, budget responsibility, client approvals, etc.
-Provide general oversight during commercial operations and coordinate ongoing headquarters support to assure successful operation of the plant by CONTRACTOR personnel.
-Ensure plant manuals are updated and maintained.
-Ensure CONTRACTOR personnel understand major issues in the O&M Contract, Power Sales Agreement and Steam Sales Agreement.
-Provide assistance to the client on agreements and contracts, environmental permits, warranty claims, training plans, tool and spare parts lists and milestone schedules.
-Conduct assessments of plant staff and project performance against contractual and/or regulatory requirements, industry practices and CONTRACTOR standards.  
-Provide training and orientation to the Plant Manager in conjunction with the Accounting and HR departments prior to the commercial operations phase.
-Prepare the Plant Manager to become the focal point of all project activities and ensure staff is prepared to support plant startup and transition to commercial operations.  
-Provide regular status and forecasting reports to the client.
-Ensure associated administrative activities are complete.
-Interface with the client, utility, steam host, government agencies and major equipment vendors regarding operation and maintenance of the plant.
-Prior to the commercial operation dates, in the absence of the Plant Manager, coordinate the schedule of individual system startups to ensure proper working operations.
-Initiate public relations contacts with local civic, educational, media, police and fire protection organizations in accordance with client needs.
-Evaluate, identify and implement appropriate actions to improve project performance.

Resident Engineer-

Evaluate the Contractor's compliance with the requirements of the Contract Documents under limited or no supervision. Responsibilities will be in accordance with the Contract for the performance of the work and the Construction Contract Documents. In general, the Resident Engineer will supervise a field staff for inspection of construction; prepare or review the construction schedule and/or attend job related meetings; serve as the Owner's on-site liaison with the Contractor to coordinate and monitor matters of quality, schedule, cost and information; review and provide recommendations to the Design Engineer concerning Contractor's requests for clarifications; receive and monitor shop drawing processing; coordinate the services of independent testing entities; report and document unsatisfactory or non-conforming work to the Owner and Design Engineer and make recommendations concerning claims, contract modifications and payment requests; maintain records and provide reports; and assist in final inspection, record drawings and contract closeout.

15 to 20 years experience with emphasis in roadway and bridge construction / rehabilitation, in the NY, NJ metropolitan area. Minimum of 10 years as Resident Engineer with a N.Y.P.E. and or N.J.P.E. license. Able to perform independent work including delegated responsibilities and duties for which engineering precedent exits. Ability to supervise and work with subordinates and Owners. A BSCE is required; equivalent ASCE Grade IV or higher. Training in SSPC or NACE desired but not required.

Plan and execute multi-disciplinary R&D projects, in accordance with design control and quality system regulations for the development of InVitro Diagnostics devices and systems, using agreed upon formats, tools, and  methods. Detailed Description
The position is responsible for performance of a variety of technical and environmental activities required in support of plant environmental programs/compliance, customer support, and CORPORATE objectives.  Manages and completes multiple projects of moderate and high complexity and supports broader projects and program development.  Serves as CORPORATE Environmental Support Services' (ESS) primary contact for multiple facilities/customers.
 
Job Description:
Provides direct support, guidance and oversight to Client’s facilities for environmental program development, coordination and implementation for existing O&M contracts/facilities as well as transitions/pre-commercial support for new facilities.  Supports provision of contracted services to customers and initiatives to further Client growth.

JOB REQUIREMENTS:
-     BS degree in an environmental or engineering discipline with 4 or more years experience or equivalent knowledge and experience
-      Significant experience with environmental compliance and environmental services
-     Strong technical knowledge of environmental program areas and familiarity with environmental regulatory areas applicable to industrial or energy sectors
-      Excellent verbal and written communication skills
-      Working knowledge of word processing, spreadsheet and project management software
-     Strong organizational and customer service skills
